Watchman News Vladimir Putin talks ‘statehood’ for south-eastern Ukraine as Kiev’s ships attacked

Russian President Vladimir Putin called on Sunday for immediate talks on the “statehood” of southern and eastern Ukraine, although his spokesman said this did not mean Moscow now endorsed rebel calls for independence for territory they have seized.

The Kremlin leader’s remarks, two days after a public appearance in which he compared the Kiev government with Nazis and warned the West not to “mess with us”, came as Europe and the United States prepared possible further sanctions to halt what they say is direct Russian military involvement in the war in Ukraine.

Germany aired suspicions that Moscow might be trying to create a land corridor to supply Crimea, which it annexed from Ukraine in March, while the four-month conflict moved onto the sea for the first time on Sunday. The separatists said they had fired on a Ukrainian vessel in the Azov Sea using land-based artillery, and a military spokesman in Kiev said a rescue operation was under way.

“We must strive toward implementing the plan we agreed upon,” Mr Putin said. “We must immediately commence substantive talks and not only on technical issues, but also on the political organisation of society and the statehood status of south-east Ukraine in order to serve the interests of people living there.”

Watchman News Russia ‘practically in a state of war against Europe’ over Ukraine, EU leaders warn

Russia is “practically in a state of war against Europe,” with the crisis in Ukraine rapidly approaching “the point of no return,” EU leaders warned Saturday night.

At a summit in Brussels, they met to discuss toughened economic sanctions on Moscow, specifically targeting Russia’s finances, oligarchs linked to Vladimir Putin and the country’s vast mineral wealth.

Dalia Grybauskaite, Lithuania’s president and a staunch critic of Mr. Putin, called on the EU to get serious as Russia’s war in the Ukraine menaced peace in Europe for the first time in decades.

“Russia is in a state of war against Ukraine, and that is against a country which wants to be part of Europe. Russia is practically in a state of war against Europe,” she said.

Jose Manuel Barroso, the European Commission president, said that the EU was prepared for new sanctions and pleaded with the Russian president to step back from the brink of outright war with Ukraine.

“We are in a very serious – I would say dramatic – situation. We may see a situation where we reach the point of no return. If the escalation of the conflict continues, this point of no return can come,” he said after a meeting with Petro Poroshenko, Ukraine’s president.

Watchman News Islamist Militia Now Guards US Embassy in Libya

An Islamist-allied militia group in control of Libya’s capital now guards the U.S. Embassy and its residential compound, a commander said Sunday, as onlookers toured the abandoned homes of diplomats who fled the country more than a month ago.

An Associated Press journalist saw holes left by small-arms and rocket fire dotting the residential compound, reminders of weeks of violence between rival militias over control of Tripoli that sparked the evacuation.

The breach of a deserted U.S. diplomatic post — including images of men earlier swimming in the compound’s algae-filled pools — likely will reinvigorate debate in the U.S. over its role in Libya, more than three years after supporting rebels who toppled dictator Moammar Gadhafi. It also comes just before the two-year anniversary of the slaying of U.S. Ambassador Chris Stevens and three other Americans in Libya.

A commander for the Dawn of Libya group, Moussa Abu-Zaqia, told the AP that his forces had been guarding the residential compound since last week, a day after it seized control of the capital and its international airport after weeks of fighting with a rival militia. Abu-Zaqia said the rival militia from Zintan was in the compound before his troops took it over.

Watchman News Hong Kong groups vow ‘era of civil disobedience’ as Beijing rules out open elections

Underlining the potential for escalating confrontation, Hong Kong pro-democracy groups have vowed to ensure the city enters an “era of civil disobedience” in protest against proposed voting reforms imposed by the Chinese government.

Braving stop-start rain under a gleaming Hong Kong skyline, thousands of demonstrators flocked to a rally organised by pro-democracy group Occupy Central outside the offices of the Legislative Council on Sunday night, where they were urged to stage mass sit-ins to cripple the city’s financial district.

It came just hours after Beijing said it would deny voters the right to publicly nominate candidates for the city’s 2017 chief executive election, pushing back against months of rallies and street demonstrations that have increasingly polarised the city.

“This is about wanting a fair and proper election,” said web-page editor Dion Tse, 24, who attended Sunday’s rally with her 50-year-old mother, Wong Chi-yi. “The central government doesn’t respect the voice of Hong Kong people. We want them to hear our voice and to see the determination of Hong Kong people.”

Watchman News Aviation red alert after Iceland volcano blows again

Iceland has raised the aviation alert at its largest volcano, Bardarbunga, to maximum level red following a new eruption in a lava field nearby.

The alert entails a ban on all flights below 6,000 feet (1.8 kilometres) within a radius of 10 nautical miles (18.5 kilometres) of Bardarbunga.

“All airports are open. The area has no effect on any airports,” the Civil Protection Office said in a statement.

Sunday was the third time in a week that Iceland issued a red alert for aviation due to seismic activity at the peak, prompting fears of global flight chaos like that caused by another Icelandic volcano four years earlier.

In April 2010 Eyjafjoell, a smaller volcano, spewed a massive ash cloud into the atmosphere, triggering the closure of airspace for days and stranding more than eight million travellers.

Watchman News Spectre of 1929 crash looms over FTSE 100 as traders take on record debts

NOTHING has been learnt from the madness of the 1929 stock market crash as once again traders reach for record amounts of debt to pile into rising share prices.

The level of margin debt that traders are using to buy shares in the stock market reached the highest levels on record according the latest data from the New York stock exchange.

US traders borrowed $460bn from banks and financial institutions to back shares, and once cash and credit balances held in margin accounts of $278bn is subtracted this left net margin debt of $182bn in July

Traders are now more exposed to a fall in share prices than at the height of the dot-com bubble at the turn of the century, and just before the financial crisis during the 2007 peak.

Buying shares on margin is often used by hedge fund traders to increase the returns on their investments. As the stock markets have steadily risen during the past five years and the level of risk has fallen, banks have become more willing to lend money for this activity.

Watchman News Bankers beware: City ‘will soon be run by robots’

Robots will be running the City within 10 years, rendering investment bankers, analysts and even quants redundant, it has been claimed.

Artificial intelligence is about to outpace human ability, according to Dave Coplin, a senior Microsoft executive. Computers will not only be able to undertake complex mathematical equations but draw logical, nuanced conclusions, reducing the need for human interference, he said.

This will render certain professions redundant, while other “human only” skills will become increasingly valuable.

“I believe in Moravec’s Paradox,” Mr Coplin, Microsoft’s UK-based chief envisioning officer, told The Telegraph, referring to the Eighties hypothesis discovered by artificial intelligence and robotics researchers. “This states that what we think is easy, robots find really hard, and what we think it really hard, robots find easy,” he said. “Complex maths equations are hard for humans but take nanoseconds for a computer, but moving around and picking things up is easy for us, while being almost impossible for a robot.”

Meanwhile, he said, professions currently viewed as commodities will become specialist human skills. “It would be hard to train a robot to be a nurse, or even a chef, but the City could be run by algorithms,” he said. “People who use their hands will have jobs for life.”

Watchman News Satellite images show Russian troops operating in Ukraine

NATO has released satellite images which it says show Russian combat forces, armed with heavy weapons, engaged in military operations in Ukraine.

Well over 1,000 Russian troops are operating inside Ukraine, marking a significant escalation of Moscow’s military involvement in the country, NATO said.

“Over the past two weeks we have noted a significant escalation in both the level and sophistication of Russia’s military interference in Ukraine,” Dutch Brigadier-General Nico Tak, head of NATO’s crisis management centre, told reporters at NATO’s military headquarters near Mons, Belgium.

“We assess well over 1,000 Russian troops are now operating inside Ukraine,” he said, referring to Russia’s actions as “incursions” rather than an invasion.

Watchman News Iceland examines Bardarbunga volcano ‘cauldrons’

Scientists in Iceland say they are examining several ‘cauldrons’ found near Bardarbunga volcano, which could potentially be a sign of an eruption.

The cauldrons, depressions in the volcano’s surface, each between 10-15m (49 ft) deep and 1km (0.6 miles) wide, were seen during a flight on Wednesday.

Iceland’s Met Office said they were formed “as a result of melting, possibly a sub-glacial eruption.”

Bardarbunga volcano has been hit by several recent tremors.

The area experienced a magnitude 5.7 earthquake on Tuesday. Experts say these earthquakes are caused as magma flows beneath the ground, cracking the rocks as it moves.

Watchman News Did an ENERGY BUBBLE cause the mystery lights in the Pacific? Seti astronomer says cause may have been solar wind

Earlier this week a pilot and his co-pilot spotted a mysterious orange and red glow while flying over the Pacific Ocean.

The strange lights baffled the pilots, with no obvious explanation available.

But a Nasa researcher has told MailOnline that he thinks the answer may lie in an ‘energised bubble’ in Earth’s atmosphere caused by either solar wind, a powerful microwave beam or even a controversial research station in Alaska.

‘I could imagine that something from the solar wind, possibly a small highly energized bubble that penetrated the protective shield of the magnetosphere, hit the Earth’s uppermost atmosphere and produced this very local effect,’ NASA researcher Dr Friedemann Freund, told MailOnline.

Watchman News Californian drought is so severe it’s ‘causing the ground to move’

Vanishing water is causing the ground to rise in the western United States, according to a new study.

Scientists estimate that 63 trillion gallons of water has been lost in the west over the past 18 months.

The surface of the Earth is much more springy than you might think. When you put something very heavy on it, there’s a good chance the ground will sink at least a little bit. And in the same way, when you remove something very heavy, the ground will lift.

As it turns out, 63 trillion gallons of water is pretty heavy.

Watchman News NATO Not Obliged to Protect Ukraine, Not Going to Discuss Membership at Upcoming Summit

NATO allies do not intend to discuss the status of their relations with Ukraine or take the responsibility for the country’s protection, but will announce consulting and financial aid to Ukrainian military, a high-ranking NATO official told journalists.

“In Wales, there will be an announcement on the form of military consultations and financial support for Ukrainian military forces on behalf of the alliance. There will be no obligations to protect Ukraine,” the diplomat said, adding that since Ukraine was not a member of the 28-party alliance, NATO had “no obligations to react to the violation of its [Ukraine's] sovereignty.”

Such relations satisfy all parties, and no change to the relations between NATO and Ukraine are on the agenda, he said.

Watchman News IS ‘executes’ 200 captured troops

The Islamic State has released pictures it claims shows the execution of 200 Syrian soldiers after the capture of a key military air base earlier this week.

The unconfirmed reports, which contain pictures and video footage of hundreds of soldiers being led into the desert dressed only in their underwear, were circulated on social media by IS supporters early this morning.

Unlike in previous Islamic State propaganda exercises, no pictures have yet been circulated of dead or mutilated bodies. This comes after Twitter late last week cancelled the accounts of any Twitter user who circulated images of the decapitated photojournalist James Foley.

But the accuracy of the pictures and video footage is being disputed, with some Syrian sources saying the men being marched into the desert were actually Sheytat tribesmen being executed earlier this month.

Watchman News Chinese fighter jet’s brazen barrel roll over U.S. surveillance aircraft leaves Americans indignant

China’s Defence Ministry has rejected U.S. accusations that a Chinese fighter jet conducted a “dangerous intercept” of a U.S. Navy surveillance aircraft off the southern Chinese coast.

Yang called the Chinese flights “routine identification and verification.”

Pentagon press secretary Rear Adm. John Kirby gave a different account Friday of the Aug. 19 encounter about 220 kilometres east of China’s Hainan Island. He said the Chinese jet made several close passes by the Navy P-8 Poseidon plane, coming within 9 metres of it at one point.

Watchman News What the Next Gold Confiscation Will Look Like

You may be familiar with the story of how the US government confiscated gold bullion and then made owning it illegal back in 1933.

Actually this event is more accurately termed a nationalization. Americans were forced under harsh penalties to sell their gold at an artificially low “official price.” If it were an outright confiscation, the government would have just taken the gold without giving anything in return. But no matter how you label it, the end result was the same: the theft of purchasing power.

Many have speculated that the US government could once again turn to gold confiscation/nationalization if it became desperate enough. These fears are not unfounded given the abysmal financial situation of the US government that only continues to get worse, coupled with a total lack of political will to cut spending.

Watchman News Gold falls as looming US rate hike weighs

Gold futures closed lower Wednesday as lingering worries about higher interest rates in the US overshadowed support from ongoing geopolitical tensions.

Gold for December delivery, the most active contract, fell $US1.80, or 0.1 per cent, to settle at $US1,283.40 a troy ounce on the Comex division of the New York Mercantile Exchange.

Gold has retreated from highs set in July, as a renewed focus on the path of US monetary policy uncovered a budding expectation for higher interest rates among gold traders.

Gold doesn’t pay interest or dividends and could struggle to compete with Treasury bonds when rates climb.

“The US interest rate story is what’s really going to move gold over the next five years,” said John Payne, a senior market analyst with Daniels Trading in Chicago.

Watchman News Dictatorship: Obama pushing for UN global warming regime that bypasses US Senate ratification

The Obama administration is working to forge a sweeping international climate change agreement to compel nations to cut their planet-warming fossil fuel emissions, but without ratification from Congress.

In preparation for this agreement, to be signed at a United Nations summit meeting in 2015 in Paris, the negotiators are meeting with diplomats from other countries to broker a deal to commit some of the world’s largest economies to enact laws to reduce their carbon pollution. But under the Constitution, a president may enter into a legally binding treaty only if it is approved by a two-thirds majority of the Senate.

To sidestep that requirement, President Obama’s climate negotiators are devising what they call a “politically binding” deal that would “name and shame” countries into cutting their emissions. The deal is likely to face strong objections from Republicans on Capitol Hill and from poor countries around the world, but negotiators say it may be the only realistic path.

Watchman News Iceland volcano: Magma moving towards new volcanic system

The magma from Iceland’s Bardarbunga volcano could be moving towards another large volcanic system.

Data recorded by a team from the University of Cambridge suggests that 50 million cubic meters of molten rock has moved in the last 24 hours.

If it continues on a northern trajectory it could feed into the Askja volcanic system, potentially triggering a large eruption.

Prof Bob White said: “It’s headed straight for it.”

But he cautioned that volcanoes were hard to predict.

“It’s moving at about 4km a day towards Askja, and if it keeps going it will get there in a few days,” he told BBC News.

“We know there is a lot of molten rock sitting under the ground beneath Askja, which is a major volcanic system. If this molten rock hits that, we know it is likely to trigger it to erupt.

Watchman News Mexican President Faces Protest on California Trip

Mexican President Enrique Pena Nieto praised Gov. Jerry Brown and state lawmakers Tuesday for approving a series of immigrant-friendly laws, saying California is taking a lead role in the absence of national immigration reform.

He specifically mentioned a law that allows immigrants in the country illegally to obtain driver’s licenses, a law that has yet to take effect because a final decision has not been made about the appearance of the licenses.

California also allows immigrants here illegally to apply for state-funded college scholarships and aid at public universities. And earlier this month, Brown and the Democratic legislative leaders announced a plan to spend $3 million to provide legal help for the estimated 3,900 unaccompanied immigrant children from Central America who are in the state.

Pena Nieto said such actions signaled that California was recognizing human dignity no matter a person’s immigration status.

The Interfax news agency is quoting Ukraine’s president as saying the leaders he met with in Minsk, which included Russian President Vladimir Putin, support his peace plan.

The magnitude of the Ebola outbreak has been underestimated because families hide infected relatives in their homes, the World Health Organization (WHO) says.

Because Ebola has no cure, some people infected with the virus preferred to die at home, the WHO said on Friday in a statement.

This was especially the case in Liberia and Sierra Leone, where stigma and social rejection related to Ebola are massive.

Some West Africans continue to deny Ebola exists, while others believe isolations wards are incubators of the disease, according to the WHO.

In addition, Ebola-affected countries lacked staff, supplies and equipment, including personal protective equipment, the WHO said.

The discovery of the case in Australia, which resulted in a health alert in July, has also prompted warnings in New Zealand, where sexual health clinics are on high alert amid fears the new strain will spread there.

NZ Sexual Health Society president Edward Coughlan warned the patient involved, who is believed to have left the country, had the highest level of gonorrhoea drug resistance ever reported in Australia.

Watchman News ‘You are all pagans and we will kill you’: Boko Haram leader claims Nigerian town is ruled by Islamic law

The leader of Nigeria’s Islamist group Boko Haram said his fighters were now ruling the captured north-eastern town of Gwoza “by Islamic law”, in the first video to state a territorial claim in more than five years of violent insurrection. His message also contained taunts for Western governments and compared democracy to incest.

The Nigerian military denied Boko Haram had taken control of the town during fighting over the past week, although security sources and some witnesses said police and military there had been pushed out.

Abubakar Shekau’s forces have killed thousands since launching an uprising in 2009, and are seen as the biggest security threat to the continent’s leading energy producer.

The militant leader’s often rambling videoed speeches have become a regular feature of his bid to project himself as public enemy number one in Africa’s biggest economy.

A private fertility clinic in the United States has launched an investigation into the health of 17 teenagers who were born as a result of a controversial IVF technique that produced the world’s first “three-parent” embryos more than 15 years ago, The Independent can reveal.

The technique – which the US government halted in 2002 – involved mixing the eggs of two women so that the resulting IVF babies inherited genetic material from three individuals in a similar process to that planned in Britain for women carrying maternally inherited mitochondrial disorders.

The company said its network had been fully restored and that no customer information had been compromised in what it said had been a “large-scale” attack, which normally involves an intruder using multiple computers to overwhelm the system forcing it to shut down. Watchman News Surveillance system being sold that can track mobile phones across the world

Makers of surveillance systems are offering governments across the world the ability to track the movements of almost anybody who carries a mobile phone, whether they are blocks away or on another continent.

The technology works by exploiting an essential fact of all mobile phone networks: They must keep detailed, up-to-the-minute records on the locations of their customers to deliver calls and other services to them. Surveillance systems are secretly collecting these records to map people’s travels over days, weeks or longer, according to company marketing documents and experts in surveillance technology.

The world’s most powerful intelligence services, such as the National Security Agency in the US and Britain’s GCHQ, have long used mobile phone data to track targets around the globe. But experts say these new systems allow less technically advanced governments to track people in any nation with relative ease and precision.

Watchman News California passes law mandating smartphone kill switch

Smartphones sold in California will soon be required to have a kill switch that lets users remotely lock them and wipe them of data in the event they are lost or stolen.

The demand is the result of a new law, signed into effect on Monday, that applies to phones manufactured after July 1, 2015, and sold in the state.

While its legal reach does not extend beyond the state’s borders, the inefficiency of producing phones solely for California means the kill switch is expected to be adopted by phone makers on handsets sold across the U.S. and around the world.

Watchman News Invasive insect threatens iconic Florida citrus

Throughout the decades, the citrus industry has always stood strong — through freezes, hurricanes and rampant development.

But now the $9 billion industry is facing its biggest threat yet, putting at risk the state’s economy but also its very identity. Blame a mottled brown bug no bigger than a pencil eraser that carries a lethal disease.

In China, where the problem was first discovered, it’s called huanglongbing. Translation: “the yellow dragon disease.” In Florida, it’s known simply as “greening.”

It arrived here via an invasive bug called the Asian Citrus Psyllid, which carries bacteria that are left behind when the psyllid feeds on a citrus tree’s leaves. The tree continues to produce useable fruit, but eventually disease clogs the vascular system. Fruit falls, and the tree slowly dies.
