Within hours of two soldiers being mowed down by a driver in Quebec, the incident was characterized as a possible “terrorist attack” by a Conservative backbencher.
On Tuesday, the federal public safety minister doubled down saying the incident was “clearly linked to terrorist ideology.”
But the threshold for when an act of violence crosses into an act of terrorism is subjective. While some experts said suspect Martin Rouleau’s social media postings — which featured extremist messages and propaganda — seemed to justify labelling the incident as possible terrorism, others urged caution.
